This is a Site for the Veterans Maintained by the All India BSNL Pensioners’ Welfare Association born at 1215 hours on 20th August 2009 in a massive Convention of BSNL Pensioners from 15 Telecom Circles with a solemn declaration that it shall work to protect and safeguard the interest of entire BSNL Pensioners in the country, without any political, regional, communal or cadre bias. We shall work unitedly irrespective of the organisations with which we had association while in service.

The All India Convention was held in Suvasini Kalyana Mandapam, East Tambaram, Chennai from 10 AM to 5 PM on 20-8-2009. Proceedings were conducted by a Presidium consisting of Com. K. Muthiyalu (Former AGS, E III, NFTE), Com. P S Ramankutty (Former GS, T III) and Smt. Akhilandeswari (Retd. Accounts Officer). It was quite surprising that 431 delegates from AP, Assam, Chennai Telephones, Delhi, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, MP, Orissa, Tamilnadu, UP East, UP West and West Bengal participated.

  The Convention began with unfurling of National Flag by Com. Pichai Mohanraj (Chairman, Reception Committee) and Association Flag by Com. Chhidu Singh (Convener, Adhoc Committee). Com. V. Rama Rao (Secretary, Reception committee) welcomed the gathering. After a brief presidential address by Com. Muthiyalu and Com. Ramankutty, Com. D. Gopalakrishnan narrated how the BSNL Pensioners’ Welfare Association in Tamilnadu could settle number of cases with total support extended by the Principal Controller of Communication Accounts. Thereafter Mr. Murugayyan, Controller of Communication Accounts, Tamilnadu Circle inaugurated the Convention. He explained the major problems BSNL pensioners face now and the system they have introduced in Tamilnadu to settle the issues. Sri. Selvan, Retd. GM greeted the convention. Inaugural session ended at 1145 hours with vote of thanks by Com. Ghouse Basha, Treasurer, Reception Committee.

Com. Chhidu Singh, Convener of Adhoc Committee presented a report on the activities of the Committee since its constitution in March 2009. The report threw light on almost all the important issues BSNL Pensioners are concerned of. P S Ramankutty suggested that the Convention should complete its main business first and then debate on task to be taken up as issues are well known to every participant. The House accepted the suggestion. P S Ramankutty moved a resolution on behalf of the Presidium and supported by leaders from different Circles. The resolution reads:

This All India Conference of persons retired from the service of Bharat Sanchar Nigam Limited held at Suvasini Kalyana Mandapam, East Tambaram, Chennai on 20th August 2009 hereby unanimously decides to establish All India BSNL Pensioners’ Welfare Association with all India jurisdiction to protect the interest of BSNL retirees and their family members in our country. This conference further declares with determination that we the persons who establish the All India BSNL Pensioners’ Welfare Association shall work in unison and coordination with those organizations with similar aims and objects for the overall well-being of the pensioner community in the country and shall work in close and live contact with service organizations of BSNL staff and central government staff in the best interest of retired as well as the serving staff in public services in India. ..

House approved the Resolution with long applause. Thus the new organisation was launched.

The House thereafter took up the draft Constitution, approved by the Adhoc Committee. Number of amendments was proposed by Delegates. After some discussion the Constitution for AIBSNLPWA was adopted by the Convention with a dissenting voice from Madurai (TN) delegates about quota to CHQ and Circle Unit. Thereafter, election of central office-bearers took place. A panel was moved by Com. V. Ramarao and seconded by Com. G. Natarajan. It consisted of former leaders of BSNLEU, NFTE, FNTO and others representing all sections, all cadres and all shades of political views. It really reflected the urge for unity of BSNL pensioners. The ALL INDIA BSNL PENSIONERS’ WELFARE ASSOCIATION completes one year of its existence on 20th August 2010. One Year is too short a period to assess the work and gains of any organization, especially a pensioners’ organiation. But, we are really proud of the past one year. One year back, there was none to talk about BSNL pensioners. Today there are many, rather too many. Formation of AIBSNLPWA provoked many friends to wake up and act. Some people floated parallel organization during the one year. Some others are waiting to repeat the foolish attempt. They have vested interest. We refuse to be provoked. We are committed to the BSNL Pensioners only. We did not mind the malicious propaganda unleashed against us. We do not depend upon the patronage of someone else. We do not depend upon the will and wealth of someone else. We have a mission to settle pension revision and other related issues. We work with that target and with determination. For that, unity is required. Hence, we are ever ready for unity. But, we shall not succumb to any amount of pressure from anyone; howsoever mighty they are. Let there shall be no doubt on it.

Authorities in Sanchar Bhavan, New Delhi too had to change their attitude. Still they are dilly-dallying according to the conflicting information being received now. A change of person in Telecom Commission marks shift in the policy! Of late, new argument is advanced that “government rules do not permit revision of pension in IDA pattern”. The fact is that same Government rules permitted revision of pension in IDA pattern itself in Food Corporation of India and major Ports of India. Then why do not the rules permit it in Telecom? We hope that the Minister will take a clear decision. We demand justice. We deserve it.
